RWTA was originally organized in 2004 with two members, the Sevier River Water Users Association and the Emery Water Conservancy District. It has since expanded to include the Duchese County Water Conservancy District. Each of the districts has been very successful in their efforts to automate their systems and all have reported numerous benefits, not the least of which is peace on the river:
